Where The Exeter wins
- Unlimited in-patient and day-patient treatment, and comprehensive cancer cover with no time or financial limit, as core cover on every Health+ policy (Health+ IPID, checked 15 Oct 2026).
- A graduated No Claims Discount: the Health+ Product Guide states a member's discount will never move down by more than three levels in any one policy year, and it starts moving back up after a claim-free year (Health+ Product Guide, checked 15 Oct 2026).
- HealthWise app benefits — including unlimited remote GP appointments, two second medical opinion consultations a year and six physiotherapy, mental health, lifestyle, nutrition and dietitian consultations a year — included for Health+ members and immediate family at no extra cost (Health+ Product Guide, checked 15 Oct 2026).
Where WPA wins
- Fast Track Pathways (Physiotherapy, Skin Support and Cancer Diagnosis) give access to care without a GP referral; Fast Track Physiotherapy and Fast Track Skin Support don't use an excess or affect the No Claims Discount (WPA Complete Health brochure, effective 1 March 2026).
- Cancer Care optional extra has no financial cap on tests and treatment from diagnosis to palliative treatment, and unlimited follow-up scans and consultations (WPA Complete Health brochure, effective 1 March 2026).
- Shared Responsibility (co-payment): where selected, the member pays 25% of claims for eligible treatment up to their chosen level of Shared Responsibility, as an alternative or addition to a standard excess (WPA Complete Health IPID, effective 1 November 2025).
The Exeter watch-outs
- Health+ is a single PMI product, not a combined PMI-and-cash-plan policy; The Exeter sells a separate Cash Plan product, so dental and optical cash benefits are not built into Health+ (The Exeter product range pages, checked 15 Oct 2026).
- Outpatient consultations and diagnostics, mental health cover and therapies cover are optional add-ons, not automatic; leaving them out removes that cover (Health+ IPID, checked 15 Oct 2026).
- New applicants must be aged 18–79 inclusive at the policy start date — this is a published limit, not an open-ended acceptance age (Health+ data capture form, checked 15 Oct 2026).
- There is no direct-access route: claims are made through a GP referral and must be authorised by The Exeter before treatment (Health+ IPID, checked 15 Oct 2026).
WPA watch-outs
- Fast Track Cancer Diagnosis does affect the No Claims Discount and any excess will apply, unlike the physiotherapy and skin pathways (WPA Complete Health brochure, effective 1 March 2026).
- Joining aged 66 or over requires Full Medical Underwriting and a minimum £500 excess, and Targeted Cancer Therapies/Advanced Therapy Medicinal Products under Cancer Care are only funded when not available on the NHS (WPA Complete Health IPID, effective 1 November 2025).
- Standard exclusions apply: pre-existing conditions, chronic/long-term conditions, dental problems (beyond limited cash benefits), fertility/pregnancy/childbirth, cosmetic treatment and allergic conditions (WPA Complete Health IPID, effective 1 November 2025).
Hospital access compared
The Exeter: On Health+ Traditional you choose from three named hospital lists (Essential, Standard or Extended); the list with the most hospitals costs more. On Health+ Guided there is no hospital list at the point of sale — The Exeter recommends a shortlist of specialists, pre-negotiated on fees, when you claim (The Exeter cover-options and adviser Health+ pages, checked 15 Oct 2026). The Exeter does not publish a count of hospitals on its own site, so we confirm which named hospitals are on your chosen list before you buy.
WPA: WPA provides an extensive choice of hospitals as standard, including large private hospital groups, independent private hospitals and clinics, and private wings of NHS hospitals. Adding the Premium Hospitals Optional Extra extends the choice to over 1,000 hospitals, clinics and scanning centres across the UK, including hospitals primarily in and around London such as the Wellington Hospital, the London Clinic, the Portland Hospital, the Princess Grace Hospital, the Harley Street Clinic, the Royal Marsden (London and Surrey) and University College Hospital; treatment at a Premium Hospital is not covered unless this Optional Extra is selected (WPA Complete Health brochure, effective 1 March 2026, checked 15 Oct 2026).
Underwriting compared
| Insurer | Underwriting options |
|---|---|
| The Exeter | Full medical underwriting — a full medical declaration is required; pre-existing conditions are excluded unless specifically accepted (The Exeter cover-options page, checked 15 Oct 2026).; Standard Moratorium — no medical history required at outset; conditions from the five years before joining are excluded for two years, then reviewed against a two-year clear rule (The Exeter cover-options page, checked 15 Oct 2026).; Continued Moratorium or Continued personal medical exclusions — for clients switching insurer, carrying across an existing moratorium clock or existing personal exclusions, subject to a certificate from the previous insurer (The Exeter cover-options page, checked 15 Oct 2026). |
| WPA | Full Medical Underwriting (FMU); Moratorium Underwriting; Switch/Continued Moratorium; Switch/Continued Personal Medical Exclusions (CPME) |
PremierPMI verdict
The Exeter is a mutual friendly society whose single PMI product, Health+, gives unlimited in-patient, day-patient and cancer cover as standard, with a choice between a named hospital list (Traditional) and a lower-cost guided-specialist route (Guided). It's worth comparing for clients who want that structure and a graduated no-claims discount, provided you check your own quote against the 18–79 joining-age window and confirm which hospitals or specialists sit on your chosen route.
WPA is a strong fit for clients who want to build cover from a core policy plus optional extras, value a not-for-profit, member-owned structure, and are comfortable confirming Optional Extras and excess/Shared Responsibility levels at quote rather than relying on one fixed package.
- Choose The Exeter if: Mutual structure, named hospital list or guided route, unlimited cancer cover.
- Choose WPA if: Not-for-profit mutual, build-your-own Complete Health cover, Which? Recommended Provider 2026.
- Both are placed whole-of-market by PremierPMI — we quote each side by side so you compare like for like before you commit.
